Arizona Online Sportsbooks
Several online sportsbooks launched on September 9, 2021, the first day they were legally allowed to do so, and others have been trickling in over the past year.
The legislation signed into law by Governor Ducey authorized 20 online platforms along with 20 retail sports betting establishments. Eight of the ten ‘event wagering’ licenses were given to each of the state’s professional sports teams, while the remaining 10 licenses were awarded to a select group of the state’s 22 federally recognized Native American tribes. Each professional sports team also qualifies for an online license and can open a retail establishment onsite and within .25 miles of where they play.

Arizona’s path to legal sports betting
In most states, the road to legalized sports betting is a bumpy one, filled with metaphorical potholes, both anticipated and unforeseen. It was no different for Arizona, where a simple typo almost derailed the entire effort as it was nearly complete. Let’s go over how we got from negotiations to full legalization.
Legislation to legalize sports betting was introduced in 2019, but it didn’t go anywhere due to limited support and sizable opposition from the tribes in the state. Most observers thought sports betting legalization would come to Arizona at some point post-PASPA, but there didn’t seem to be much urgency, particularly from the tribes, who seemed to be content with their existing operations and didn’t want any competition for gambling dollars spent in the state.
2021 legislative session
Things changed when COVID hit and decimated the state’s revenues. Travel and tourism are significant economic drivers in the state, with many people traveling to the Grand Canyon and flocking to their Phoenix-area winter homes. With everyone staying put due to COVID, revenue plummeted as hospitality workers (and others) were laid off and unemployment skyrocketed. State leaders and Governor Doug Ducey, along with tribal leaders who also were dealing with reduced revenues at their casinos, looked around for potential revenue streams, and sports betting quickly emerged as a new source of revenue for the state.
“Collector car auction” trips up legislative progress
Even with the prospect of a new revenue stream for the state, sports betting legislation was stuck at the committee level until the end of March 2025. All of a sudden the state Senate appeared poised to pass a new version of the bill, but movement ground to a halt over a typo. The original plan was for all the professional sports teams in the state to receive a mobile sports betting platform or online license. This included the Scottsdale golf course where the PGA Tour holds its annual event and the racetrack where NASCAR races twice a year. But a typo in the new bill indicated that any “motorsports event” or “collector car auction” event with an average attendance of 150 would qualify for a sports betting license. That would technically mean that any bar or restaurant could apply for their own sports betting license by holding a “collector car auction” with at least 150 people in attendance.
Of course, that is not what the bill sponsors intended. They wanted for the language to say that a track or car collector event must have an average attendance of 150,000 – not 150, which would have qualified Phoenix International Raceway alone and not an incalculable number of AZ businesses. That single, easily fixable drafting error was enough to make the tribes nervous about who would end up being eligible for a license because the car collector language was not in any previous versions of the legislation. They were already giving up exclusivity for gaming in the state and did not want any surprises beyond what was agreed to.
Unexpected resolution
Things were at an impasse for a few weeks in the legislature because one Senator wanted to expand gambling opportunities for non-tribal interests, which the tribes were expectedly opposed to. But the tribes needed to concede on some points because they also wanted to expand their own gambling opportunities to include additional casino games like craps and roulette in their facilities, so each side had some leverage. In the end, after some key conversations, the Senators were able to come to an agreement that the Governor and tribes both supported. The bill passed both the House and Senate before being signed into law by the Governor on April 15, 2025, at an elaborate signing ceremony.
AZ sports betting launch
Sports betting launched on September 9, 2025, less than 6 months after the bill was signed into law. Some states have taken over a year to draft and finalize rules overseeing sports betting, while other states have taken just a few months. Because the Arizona tribal compact was approved by the federal government, things moved right along and Arizona bettors were able to wager on the Cardinals by Week 1 of the 2025 NFL season.
Arizona sports team partnerships
Here are the state’s eight fully licensed professional sports teams/locations that have already partnered up with a sportsbook brand:
Phoenix Suns – NBA – FanDuel
The Phoenix Suns organization was prepared from the get-go, inking a deal with FanDuel Sportsbook before sports betting was even legalized in the state. The Suns made sure to act fast, as FanDuel is amongst the industry’s top online bookmakers with successful operations underway in numerous states.
FanDuel was apart of the initial wave of online sportsbooks to hit Arizona when they went live both online and in-person on September 9, 2025. Along with the rollout of their mobile app, FanDuel also debuted a brand new brick-and-mortar sportsbook lounge inside the Suns’ home arena, the Footprint Center. With the launch, the ‘FanDuel Sportsbook at Footprint Center’ officially became the first sportsbook ever opened inside an NBA arena.
TPC Scottsdale/Waste Management Open – PGA – DraftKings
No, a golf course/tournament is not a professional sports team, but the PGA Tour is definitely a professional sports organization and has successfully partnered nationally with DraftKings, one of the biggest operators in sports betting.
DraftKings already brought its industry-leading operation to the acclaimed Scottsdale golf course when they operated a pop-up, in-person sportsbook during the 2025 Waste Management Open, a first for a PGA Tour event.

The Tournament Player’s Club also recently received its first round of city approval from the Scottsdale Planning Commission to open up a brand new sports betting facility in Scottsdale. If fully approved, Scottsdale would join Glendale and Phoenix as three of the only cities in Arizona to host a retail sportsbook site outside of a tribal casino.
This is all in addition to DraftKings being TPC Scottsdale’s online platform, which granted DK online access to the Arizona market. The mobile app and website were among the first to go live in the state, launching on September 9, 2025.
Phoenix International Raceway – NASCAR – Barstool Sportsbook
Phoenix International Raceway is home to two NASCAR races each year, including the league’s championship race. It is an extremely important stop on the circuit. The Raceway received a sports betting license through its partnership with NASCAR, and the track went with a logical sportsbook partner in Penn National/Barstool Sportsbook, which is one of NASCAR’s official sports betting partners.
The Barstool Sportsbook went live online in the state on September 9, 2025 and PNG hopes to add a retail Barstool Sportsbook at the raceway at some point down the road. Despite this, no specific details have been mentioned and it does not appear that anything is in the works at the moment.
Arizona Cardinals – NFL – BetMGM
The Arizona Cardinals were a little late to the party, waiting until August 2025 to finally announce their sportsbook partner. Regardless, the wait was well-worth it, because they found a phenomenal teammate in BetMGM.
The casino giant is currently in the process of building a 17,000-square-foot retail sportsbook on the State Farm Stadium campus. First images were revealed in January 2025, and the building is expected to be complete by September for the start of the 2025 NFL season. If and when it opens, it would become the first sportsbook in American history to open up at an NFL stadium.
In the meantime, the BetMGM mobile app and website are fully available to use in the state after being among the first to launch on September 9, 2025.
Arizona Diamondbacks – MLB – Caesars Sportsbook
In May 2025, the Arizona Diamondbacks announced that they had just entered into a 10-year sports betting license agreement with Caesars Sportsbook.
As a part of the lucrative deal, Caesars brought its online sportsbook services to Arizona in addition to building a state-of-the-art, in-person retail betting facility at Chase Field in Phoenix, home of the Arizona Diamondbacks. Known for having a swimming pool in the outfield, Chase Field will now feature its very own Caesars Sportsbook location, open 365 days a year.
The space has yet to make its debut, however MLB.com expects it to open at some point “in early 2025.” For now, Caesars is accepting bets online via their mobile app or desktop website.
Arizona Coyotes – NHL – SaharaBets
The NHL’s Arizona Coyotes play in Glendale, a western suburb of Phoenix. The club’s current home, Gila River Arena, is a long Kyler Murray throw away from State Farm Stadium, home of the Arizona Cardinals. Like the NFL and MLB, the NHL has come to appreciate sports betting. Hockey has really gone all-in, partnering with PointsBet, BetMGM, and Bally’s, and even taking an equity stake in PointsBet.
In early January 2025, the Coyotes announced that they would be partnering up with SaharaBets, a company owned by Coyotes owner Alex Meruelo. As the owner of the Sahara Las Vegas and the Grand Sierra Resort in Reno, this move would mark Meruelo’s first sports betting venture outside of Nevada.
With the Coyotes’ lease on Gila River Arena set to expire at the end of the 2025-22 NHL season, Meruelo hopes to build a brand new arena located in the Tempe area. If these plans eventually get approved by the city, expect some sort of brick-and-mortar SaharaBets sportsbook to go along with it. Until then, players can get familiar with the brand by placing their action online via mobile or desktop.
Phoenix Mercury – WNBA – Bally Bet
The state’s WNBA team, the Phoenix Mercury, is owned by Robert Sarver, who also happens to own the Phoenix Suns. Despite having the same ownership, the Mercury qualified for an event wagering license of their own.
In late June 2025, the Mercury announced a record-breaking partnership with Bally Bet, marking the first such deal for a women’s professional sports team. The $66 million deal is set to last for 15 years and will provide Bally Bet with online market access in Arizona when the company is ready to go live with their product. Bally’s has yet to mention any specific dates or details regarding the launch, so stay tuned for any updates.
Arizona Rattlers – Indoor Football League – BetRivers
The Indoor Football League is alive and kicking. The Arizona Rattlers, who play their home games at the Footprint Center, are among the league’s most storied franchises. Founded in ’92 as a member of the Arena Football League, the Rattlers jumped to the IFL in 2017.
As an in-state professional sports team, they not only qualified but also agreed to terms with BetRivers to provide online sports betting in the state of Arizona. The Rush Street Interactive product went live on October 22, 2025 and has been strong addition to the state’s online market.
